By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Mess Sergeant Fred E. Tart (ASN: 552254), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company L, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, on 22 July 1918, when the company was in attack at Jaulgonne, the Lieutenant commanding the platoon was wounded and Sergeant Tart immediately took his place and continued his advance. The platoon was badly shattered but through his leadership regained the initiative and captured two trench mortars and several prisoners together with fourteen machine guns. He then took charge of a patrol and brought in a prisoner which would be likely to be required for information.
