By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Battalion Sergeant Major Edward F. Frank (ASN: 1937743), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Sergeant Major Frank displayed devotion to duty as Sergeant Major of the 2d Battalion during the Meuse-Argonne Offensive. Assisting in writing and transmitting messages and as Commander of the liaison group attached to Battalion Headquarters kept his group well instructed as to the routes to and from positions of front line companies. When runners were exhausted he took the messages to Regimental Headquarters and front line companies.
