    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Infantry) McCarthy, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company M, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 14 – 15 July 1918, Lieutenant McCarthy was in charge of a working party of 100 men from Company M, when the German barrage was laid down. He repeatedly exposed himself during the barrage in order to take care of his men and remained at his post until this detail had all been returned to the Company. Upon his return to his Company he repeatedly led patrols against the advancing Germans and prevented them from infiltrating the Regiment’s front, flank, and rear.
