By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Horseshoer Kent P. Gilmer (ASN: 2175304), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Supply Company, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, during the Marne Offensive, Horseshoer Gilmer volunteered his services to accompany a wagon load of ammunition from Charteves through Jaulgonne to the front positions of the 2d Battalion. Despite the intense German artillery fire this undertaking was successful, though it was known that the roads over which the wagon must pass were under direct shell fire of the enemy.
