By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Lieutenant Howard P. Porcasi, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 30th Infantry Regiment, 3d Division, American Expeditionary Forces, from 21 to 23 July 1918, Lieutenant Porcasi established and maintained an advanced ration dump on the bank of the Marne, without cover and under the severest shell-fire and aeroplane bombardment. Despite warnings that it was impossible to maintain a dump at such an advanced position this officer refused to move to the rear and by maintaining his location at Mezy, he was able to supply the troops with rations much more satisfactorily than would have been possible had he moved to a less exposed position.
