By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Charles R. Spellman (ASN: 2395962), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company M, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, near Fossoy, France, on 15 July 1918, Private Spellman was instrumental in saving the lives of many of his comrades, due to administering first aid and in caring for the wounded while under severe artillery fire and direct observation by the enemy. Private Spellman later assisted in carrying these wounded men to the nearest Aid Station across a shell-swept area three hundred yards distant.
