By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Louis Garland Spangler (ASN: 239241), United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company K, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on 25 July 1918, at Fossoy, France, during an intense artillery preparation by the enemy, Private Spangler volunteered to carry a message from his Company Post of Command to Regimental Headquarters. The shelling was so intense that it was deemed inadvisable to order anyone to go. Private Spangler delivered the message and returned to his Post of Command alone.
