By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Joseph R. Mescall (ASN: 2431664), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Company Runner with Company A, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, Private Mescall carried a message through heavy machine gun and artillery barrage and showed exceptional bravery in all actions the regiment took part in, in the Argonne Forest. After twenty days continuous duty as Company Runner, he was wounded while passing through a very heavy machine gun barrage.
