    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Edgar LeClare (ASN: 541757), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Private LeClare was serving as Company Runner with Company F, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, at Fossoy, France, on 14 – 15 July 1918, during a severe artillery preparation by the enemy. Not once did he hesitate in performing his duty, though at times it seemed certain death to send him from his company Post of Command. He performed duties aside from his regular duties by caring for the wounded and burying the dead. He at all times showed the greatest bravery while under shell fire, and his work was an inspiration to all who saw him.
