By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Edwin V. Felder, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company B, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on 6 October 1918, while north of Cierges, France, during the Meuse-Argonne Offensive, Private Felder was ordered by his platoon leader to give up his helmet and remain in a place of comparative safety while his company was making an attack on Hill 253. He followed immediately behind his company during the attack, picking up stragglers, and forcing them to continue with the attacking troops, thereby setting a fine example of initiative, courage and loyalty to the men in the vicinity.
