    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Leo M. Wilkes (ASN: 541455), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company M, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, near Cunel, France, on 24 October 1918, during the Meuse-Argonne offensive, at the imminent risk of his life Sergeant Wilkes brought up rations to the front. Repeatedly his detail became scattered by the enemy fire with great casualties, but his efforts never relaxed and with conspicuous bravery his mission was accomplished, thereby making it possible to hold the advance position.
