By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant R. H. McGown, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, for extraordinary ability and heroism in the Meuse-Argonne Offensive, 30 September to 27 October 1918, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Sergeant McGown repeatedly carried messages day and night under severe shelling and machine gun fire and in particular, distinguished himself by his constant willingness to perform any duty called upon.
