By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain [then First Lieutenant] Richard W. Tucker, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters, 6th Infantry Brigade, 3d Division, American Expeditionary Forces, Captain Tucker, Liaison Officer with the 3d Division, showed exceptionally meritorious service during the Meuse-Argonne Offensive, 1 to 27 October 1918. Captain Tucker made numerous trips to the advanced Observation Posts, under heavy shell and machine gun fire. By his utter disregard for his personal safety at all times he steadied and inspired the men on duty with the advanced elements.
