By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private First Class Grover C. Baker (ASN: 1869563), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Private Baker, Headquarters Troop, has performed the duties of a motorcycle dispatch rider with the Message Center, 3d Division, continuously since May 1918. He participated in all of the operations of the 3d Division and has rendered exceptionally meritorious service in a duty of great responsibility. In the battle of the Marne and during the advance of the Division across the Marne to the Vesle, Private Baker was continually under heavy shell fire and passed through dense concentrations of gas in order to deliver messages to Brigade and Regimental headquarters.
