    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Captain (Corps of Engineers) Gilmore D. Clarke, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Captain Clarke performed distinguished services while his company was attached to the British Army during the campaign on the Somme, near Amiens, in the course of the great German drive of March 1918. Later during the Marne, St. Mihiel and Meuse-Argonne campaigns, he performed most valuable services as Secretary to the General Staff of the Division, contributing greatly, by his personal efforts, to the continued successes of the Division, being repeatedly under artillery and small arms fire in the performance of the above duty. He displayed courage, energy and ability of a high order at all times.
