By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Major Theodore K. Spencer, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. Major Spencer performed the duty of Assistant Chief of Staff, G-2, Headquarters, 3d Division, during the campaigns on the Marne, St. Mihiel and Argonne Meuse. His work was uniformly of a high order of merit often performed under difficult conditions of bombardment, gas and aerial attacks and the excellent functioning of his department contributed greatly to the success of the Division.
