    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Lieutenant Colonel (General Staff Corps) F. H. Turner, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. As Assistant Chief of Staff, G-3, Headquarters, 3d Division, Lieutenant Colonel Turner performed most valuable and distinguished services during the Argonne-Meuse campaign. His work was at all times of a very high order and often performed under trying conditions of bombardment, gas and aerial attacks. His effective handling of the operations staff contributed greatly to the success of the division.
