First Lieutenant Hayes-Davis distinguished himself by gallantry in action while serving as an Observer with the 99th Aero Squadron, American Expeditionary Forces, in action in the vicinity of Buzancy, France, 2 November 1918, in securing valuable information under adverse weather conditions.
