The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Silver Star to Lieutenant Colonel Archibald Bulloch Roosevelt (ASN: 0-143128), United States Army, for gallantry in action while serving as Commanding Officer, 1st Battalion, 162d Infantry Regiment, 41st Infantry Division, at Biak Island, on 17 June 1944. While directing the advance of his battalion on enemy-held high ground the assault company was held up by heavy machine gun fire coming from this commanding position. Lieutenant Colonel Roosevelt abandoned the security of his shell hole and made his way over open terrain to a tank that was standing nearby. He pointed out the target to the tank commander which enabled him to lay 75-mm. cannon fire on the enemy positions and returned to cover. When the tank opened fire he fearlessly exposed himself again to direct adjustments of fire which eventually wiped out the enemy position, permitting his battalion to continue its advance. Lieutenant Colonel Roosevelt’s courage and aggressive action was the decisive factor in the successful completion of the battalion’s mission.
