The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Brigadier General William Roscoe Woodward, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding General, Division Artillery, 104th Infantry Division, from June 1943 to June 1945. (This award supersedes the award of the Bronze Star Medal for meritorious achievement to Lieutenant Colonel Woodward, for services from 6 July to 27 November 1944, published in General Orders 31, Headquarters, 81st Infantry Division, 6 March 1945.)
