The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Colonel (General Staff Corps) Charles Evans Kilbourne, Jr., United States Army, for extraordinary heroism in action while serving as Chief of Staff, 89th Division, American Expeditionary Forces, near Thiaucourt, France, 12 September 1918. Colonel Kilbourne as Chief of Staff exposed himself to artillery and machine-gun fire during the advance of his division, exercising cool judgment and strong determination in reorganizing the lines and getting troops forward to the objective.
