By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private William V. Kellogg (ASN: 187751), United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private Kellogg distinguished himself by gallantry in action while serving with Company D, 117th Engineer Regiment, 42d Division, American Expeditionary Forces, in action on the Champagne front, 15 July 1918. When Private Miller of his platoon, had been severely wounded by shell fire from heavy hostile artillery barrage, which caused the entire platoon to seek cover in fox holes in the trench, Private Kellogg, with two other men, voluntarily carried their comrade through the barrage of bursting shells to the aid station in order to save his life. While en route one man was wounded and Private Miller died. Private Kellogg and the other soldier then returned to their post of duty.
