    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Otho B. Place, United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Second Lieutenant (Infantry) Place distinguished himself by gallantry in action while serving with the 305th Infantry Regiment, 77th Division, American Expeditionary Forces, in action at St. Juvin, France, 14 October 1918. Lieutenant Place entered this city during an extremely heavy bombardment by the Germans, to gain contact with the tank element. Three of the men of his patrol were wounded by shell and machine gun fire, and he personally assisted in the evacuation of his men after he had gained the desired information and brought them out to a first aid post. Later, he was killed in action before Champaigneulle, on 1 November 1918, while leading his platoon against enemy machine guns.
