By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Joseph Paxton McKinney (ASN: 89077), United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private McKinney distinguished himself by gallantry in action while serving with Company A, 165th Infantry Regiment, 42d Division, American Expeditionary Forces, in action near Meurey Farm, France, on or about 29 July 1918. Private McKinney, while acting as liaison agent between Brigade Headquarters and the 1st Battalion, 165th Infantry Regiment, which was in direct contact with the enemy, rendered exceptionally efficient service. By his coolness and bravery under fire in carrying orders to first-line companies he set an example to the enlisted men of the battalion and was of the utmost value to the officers in inspiring the men.
