The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit with Combat “V” to Rear Admiral Oscar Charles Badger (NSN: 0-7626), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in action against the enemy as Commander of a Task Unit of the THIRD Fleet which attacked the Coast of Japan on the 15th and again on the night of 17 July 1945. The forces under his command bombarded the Coast of Hokkaido at Muroran and the Eastern Coast of Honshu inflicting heavy damage to Japanese industrial targets. The actions were carefully planned and brilliantly executed, without a single casualty to our ships. His initiative, perseverance and outstanding ability were at all times in keeping with the highest traditions of the United States Naval Service.
