The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Navy Distinguished Service Medal to Admiral Jonas Howard Ingram (NSN: 0-6587), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as the Commander in Chief, United States Atlantic Fleet from November 1944 to September 1945. With the highest qualities of sound and reasoned judgment, resourcefulness, and initiative, Admiral Ingram, with unqualified success, took a major part in the flow of United States troops and their supplies across the Atlantic during the latter phases of World War II. With outstanding professional skill and daring strategy, he directed the forces of the Atlantic Fleet in the successful combating of the German submarine menace. The establishment and operation of numerous training activities within the Atlantic Fleet were effected in an expeditious and successful manner. With sound decisions and driving energy, the logistic support of all United States Naval Forces under his command was successfully accomplished. In his distinguished service, Admiral Ingram displayed those qualities of broad vision, superior professional knowledge and unlimited energy essential to successful command in war, thereby reflecting great credit upon himself and the United States Naval Service.
