The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major of Infantry Raymond J. E. Poupinal, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Head of the Allied Armies Section of the French General Staff and later in the same position under the Supreme Interallied Commander, Major Poupinal labored unceasingly in the interests of the American Expeditionary Forces. Through his tact and unswerving devotion many problems of great difficulty were solved carefully and expeditiously. He rendered most distinguished service.
