The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Vice Admiral Frederic P. Morreau, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Admiral Morreau rendered most valuable assistance to the American Expeditionary Forces in the solution of difficult problems arising at Base Section No. 5 at Brest. He unified the energies of the French and American authorities, working whole-heartedly in the interest of the Allied cause.
