    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Rear Admiral Charles L. D. Mornet, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In Command of the French Marine at Marseille, Admiral Mornet showed rare tact, judgment, and energy in the performance of his varied duties. He gave generously and untiringly of his services in furthering the interests of the American base, placing every facility at the disposal of the American authorities.
