The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel of Artillery Louis J. F. Filloux, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Lieutenant Colonel Filloux designed and developed the 155-mm. Giant Power Filloux material, which proved indispensable to the American Expeditionary Forces. He rendered further valuable service by placing all his technical engineering ability and experience at our disposal for the manufacture of this material in America.
