The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Etienne Fillonneau, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the French Mission at Headquarters, Services of Supply, American Expeditionary Forces, General Fillonneau proved assiduous, tactful, and efficient in the performance of his duties. As intermediary between the Services of Supply and the Bureau of Franco-American Relations, he was prompt and most helpful, rendering exceptional service to the American Expeditionary Forces.
