    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant of the Air Service Pierre Boulanger, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the American Bureau of the French Aeronautic Ministry, and Secretary of the Interallied Aviation Committee, Lieutenant Boulanger displayed tact, executive ability, and wide experience in aviation matters, rendering invaluable assistance to the American Air Service. He evinced the keenest interest in our success and an exceptional understanding of our needs, proving himself at all times most loyal to our interests.
