    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant General Henry Arnould, Belgian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. General Arnould served with marked distinction as Chief of Artillery of the Belgian Army, rendering invaluable service in the conduct of operations against the enemy. At all times he showed zeal and devotion to duty, his high military attainments having marked effect in the successes achieved by the allied armies.
