    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Corps of Engineers) William Preston Wooten, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Wooten served with credit as Commanding Officer of the 14th Railway Engineers during the operations of that regiment on the British front. Subsequently, while Corps Engineer of the 3d Army Corps, by his energy, foresight, and skill in accomplishing important engineering works, he contributed materially to the successful operations of his corps. Later, when appointed engineer of the 3d Army, he performed important duties in a most creditable manner.
