The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) Alexander Elliott Williams, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Quartermaster, Army of Occupation, Colonel Williams displayed untiring zeal and administrative ability of the highest order in the organization and operation of the supply system of the Army. By his sound judgment, initiative, and resourcefulness he solved many perplexing problems of supply and finance, in a most satisfactory manner, thereby effecting a great saving for the United States.
