The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Lieutenant Colonel (Air Service) Edwin Vose Sumner, III, United States Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of the Air Service Production and Assembly Center at Romorantin, Lieutenant Colonel Sumner displayed peculiar administrative ability in coordinating the work of the many different elements at the largest Air Service project in the American Expeditionary Forces. The satisfactory results obtained at Romorantin were due largely to his tireless energy and skill in supervising and directing its operation. His example established a spirit of teamwork and accomplishment which were most marked.
