The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Infantry) Horace C. Stebbins, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Chief of Staff, G-2, 2d Army Corps, Lieutenant Colonel Stebbins performed his important duties with merited ability and zeal. Through his efficient administration of the section, complete and timely intelligence of the enemy was promptly disseminated through the combatant troops, which aided materially in the successes of his corps.
