The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Military Police Corps) William T. Starr, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in the organization of the Provost Marshal General’s Department, American Expeditionary Forces, from 19 November 1918 to 1 February 1919, in which capacity he displayed marked qualities of zeal and efficiency that were of great benefit to the American Expeditionary Forces.
