The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Thomas L. Rhoads, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Division Surgeon of the 80th Division, Colonel Rhoads had charge of the Medical Department’s work of that unit throughout its combat activities. Due to his skillful administration, it functioned smoothly and with precision at all times, caring properly for a large number of the sick and wounded. As Chief Surgeon of the 1st Army Corps and later of the 1st Army, he displayed executive ability of high order, being constant and zealous in devotion to his arduous tasks.
