The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Robert I. Rees, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, in services with the committee charged with education and special training in the Army. To General Rees’ initiative and breadth of vision are largely due the successful measures for training of enlisted men for special services and the establishment of the Student Army Training Camp.
