    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Franklin H. Martin, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chairman of the Committee on Medicine and Sanitation of the Council of National Defense, a position of great responsibility, by his tireless energy and marked ability, Colonel Martin so coordinated the civil medical resources of the Nation as to meet the needs of the Government medical service. He rendered valuable assistance in solving the important medical problems of the war.
