    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Clarence J. Manley, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Manley organized and commanded with signal ability the Hospital Center at Beaune, taking charge of it when it was in an unfinished state and at a time when increased facilities were urgently needed. Overcoming numerous adverse conditions, he expedited its completion, and rendered invaluable services in furnishing effective medical treatment for large numbers of sick and wounded of the American Expeditionary Forces.
