    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Judge Advocate General’s Department) Harry C. Kramer, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In the administration of the Selective Service law in various capacities in the Office of the Provost Marshal General, and as Executive Officer in that office during the period of the great drafts in the early part of 1918, Lieutenant Colonel Kramer displayed superior executive ability, sound judgment, and complete devotion to his duties. His service was of immeasurable value to his Government in positions of great responsibility.
