    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Cavalry) Richard Huntington Kimball, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Upon joining the Operations Division of the General Staff, Lieutenant Colonel Kimball assumed the responsibility of mobilization of the Draft and classification and distribution of troops. His clear judgment, initiative, and energy have done much toward the successful accomplishment of the huge task involved in receiving and placing the drafted forces.
