The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Quartermaster Corps) John Reed Kilpatrick, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In his capacity as a member of the 4th Section, General Staff, Lieutenant Colonel Kilpatrick exhibited exceptional tact and ability in promoting cooperation between the French and American Services of Transport and Supply. He has by his energy, good judgment, and decisive action in the establishment, organization, and conduct of various regulating stations and railheads very materially assisted in insuring a steady and adequate flow of supplies to our armies in their operations.
