    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Signal Corps) Walter Glenn Kilner, United States Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. By his personal efforts and efficient labors Colonel Kilner organized the machinery necessary to train pilots, and successfully developed this branch of the Air Service. He overcame numerous difficulties inherent in the establishment of such an organization in a foreign country, and it was largely due to his efficiency that the Air Service was able to furnish well-trained personnel to the squadrons at the front. He at all times displayed marked devotion to duty, untiring energy, and sound judgment.
