The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Quartermaster Corps) Nelson D. Jay, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant General Purchasing Agent, American Expeditionary Forces, by excellent judgment, untiring energy, and broad and comprehensive knowledge of business affairs, Lieutenant Colonel Jay solved in a highly meritorious manner many difficult and serious problems of supply which confronted our forces throughout the war. His services were rendered with conspicuous success in a position of great responsibility and were of inestimable value to the American Expeditionary Forces.
