The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Air Service) William H. H. Hutton, United States Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of Personnel Service and later Assistant Chief of the Supply Section, Air Service, Colonel Hutton was charged with duties of a varied and difficult nature. He constantly displayed marked zeal and sound judgment in the solution of the important problems of supply and transportation of the Air Service, rendering services of inestimable value to the American Expeditionary Forces.
