The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to First Lieutenant Carrie L. Howard, United States Army Nurse Corps, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Nurse at the Port of Embarkation, Hoboken, New Jersey, during the World War, First Lieutenant Howard held a position of great responsibility. To her fell the duty of supervising the nursing departments of all the hospitals at the Port of Embarkation and the mobilization stations for nurses destined for overseas duty. By her efficiency, energy, and knowledge of administrative detail she has added greatly to the proficiency of the Medical Department of the Army at those trying stations.
