The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Quartermaster Corps) William E. Horton, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief Quartermaster of the Advance Section, Services of Supply, a position of great responsibility, due to his untiring energy, the supplying of many thousands of troops in this section was successfully carried out and numerous Quartermaster Corps services and activities were organized and expeditiously administered. Colonel Horton has rendered services of great worth.
